Statehouse Update

On May 24, the General Assembly's Legislative Council announced summer study topics for the interim between now and the 2023 session. Topics include:
- Education mandates on schools
- Complexity index formula for school funding
- Affordable housing
- Market forces in the health insurance and pharmacy benefit manager industries
- Potential benefits and consequences of Delta 8, Delta 9 and other THC products
- The following tax incentives and programs:
- Coal Gasification Technology Investment Credit
- Economic Development for a Growing Economy (EDGE) Credit
- Headquarters Relocation Credit
- Hoosier Business Investment Credit
Indiana Gov. Eric Holcomb also announced he is planning to call the General Assembly into a special session focused on returning excess state revenue to taxpayers. The state's actual revenues so far this fiscal year have exceeded expected revenues by a wide margin, and it is expected legislators will vote to return some of the excess revenues back to Hoosiers. Although not yet announced, this special session will likely take place during the last week of June.
